OMM, CD, Assistant Deputy Minister, Defence and Marine Procurement, PSPC

Rear-Admiral Page enrolled in the Canadian Forces in 1984 as a Maritime Engineer and graduated from RMC in 1989 with a Bachelor in Computer Engineering. On completion of his initial combat systems engineering training, he achieved his Head of Department qualification onboard HMCS NIPIGON in July 1992.

He then commenced a four-year tour within the Canadian Forces Naval Engineering School as a combat system engineering instructor before joining HMCS ATHABASKAN as the Combat Systems Engineering Officer.

Rear-Admiral Page then worked as the Division Commander for the Officer Training Division of the Naval Engineering School and the Combat Systems Engineering Officer of Sea Training Atlantic. In 2004, he moved to the Chief of the Maritime Staff organization as a HALIFAX Class Modernization Project Director. One year later, he completed the Command and Staff Course and a Master in Defence Studies at the Canadian Forces College in Toronto.

After two years in the MEPM Division as the Materiel Acquisition and Support Section Head, in June 2008, he was appointed Commandant of the Canadian Forces Naval Engineering School in Halifax. On completion of this Command tour, he then returned to Toronto and completed the National Security Program at the Canadian Forces College. Upon graduation in June 2011, he assumed the duties and responsibilities of the Director Maritime Training and Education, which was followed by his return to DGMEPM as Chief of Staff.

In July 2015, after promotion to Commodore, he commenced a three-year tour as DGMEPM.  In 2018, he was posted to the position of Chief of Staff Operations in the Military Personnel Command organization. On June 21, 2019, now back in the Materiel Group, RAdm Page assumed the duties of Officer Commanding the Command and Deputy Chief of Staff Materiel.  After 35.5 years of service, Rear-Admiral Page retired in December 2019 and, as a civilian, assumed the duties of Associate Assistant Deputy Minister(Materiel) in the Department of National Defence. On March 1, 2021 he joined Public Services and Procurement Canada as Assistant Deputy Minister, Defence and Marine Procurement.

Trade agreements help to foster global competition and innovation and greatly expand the potential marketplace for Canadian goods and services. However, they also provide suppliers, goods, and services of Canada’s trade partners with access to the Canadian marketplace, including certain Canadian procurements. Canada is Party to 12 trade agreements that contain substantive obligations for government procurement activities. This presentation provides an overview of the government procurement obligations of Canada’s trade agreements, including how to determine when trade agreements apply as well as the procedural rules that trade agreements place on covered procurement processes.

Les accords commerciaux contribuent à encourager la concurrence et l’innovation à l’échelle mondiale et élargissent considérablement le marché potentiel des biens et services canadiens. Cependant, ils permettent également aux fournisseurs, aux biens et aux services des partenaires commerciaux du Canada d’accéder au marché canadien, y compris à certains marchés publics canadiens. Spencer has led the Trade Agreements Unit (TAU) at Public Services and Procurement Canada since late 2019. The TAU is a team of subject matter experts on the procurement obligations of Canada’s trade agreements. The TAU supports the negotiation of the government procurement chapter of trade agreements and is also responsible for implementing the procurement obligations of any new trade agreements at their Department.

Spencer dirige l’Unité des accords commerciaux (UAC) à Services publics et Approvisionnement Canada depuis la fin de 2019. L’UAC est une équipe d’experts sur les obligations en matière des marchés publics des accords commerciaux du Canada. Tess is a key contact for small and medium businesses that want to supply goods and services to the federal government. She has worked with the Image Product Management Group helping with the national commodity management for a number of imaging product lines including printers, scanners and photocopiers. Tess worked for the National Shipbuilding Strategy where she helped manage the Non-combat shipbuilding package here on the West Coast. As part of her role with Procurement Assistance Canada she helped manage the Build in Canada Innovation Program (BCIP) which helped Canadian companies of all sizes move their innovative goods and services from the laboratory to the marketplace. Tess was a Senior Business Officer at Western Economic Diversification during the launch of the Business Scale-up Productivity Program assessing business proposal for a no interest loan up to $5 million. Through seminars, workshops and one on one meetings Tess helps companies understand the federal procurement system.

TBS is currently in the process of redeveloping the Professional Development Framework for the Procurement and Materiel Management Communities. This session will provide an update on the initiatives being undertaken by the Communities Development Office, as well as what community members can expect in the coming years in regards to Professional Development support and training within the Government of Canada Acquired Services and Assets Sectors.
 
 
Le SCT procède actuellement à la refonte du cadre de perfectionnement professionnel pour les collectivités d’approvisionnement et de gestion du matériel. Cette séance permettra de faire le point sur les initiatives menées par le Bureau de développement communautaire, ainsi que sur ce à quoi les membres de la collectivité peuvent s’attendre au cours des prochaines années en ce qui concerne le soutien et la formation en matière de perfectionnement professionnel au sein du Secteur des services acquis et des actifs du gouvernement du Canada.s

Derek Bizewski, Senior Analyst, Treasury Board of Canada Secretariat
Derek is the newest addition to TBS’ Acquired Services Assets Sector (ASAS). Communities Management Office (CMO), joining in late 2016 as a Subject Matter Expert in Materiel Management. Having spent over 10 years’ with the Canada Border Services Agency (CBSA), Derek brings a wealth of experience to the Materiel Management community. Starting his career in the Public Service managing radio communications systems at CBSA, Derek soon moved into a more central Materiel Management role for the agency, gaining experience in drafting asset management plans, writing policy, managing supply chains, as well as addressing some of the CBSA’s more unique Materiel Management challenges such as seized, abandoned and forfeited property. Derek has a BA from the University of Ottawa.

Débutant sa carrière dans la fonction publique en gérant des systèmes de radiocommunications à l’ASFC, Derek est rapidement passé à un rôle plus central de gestion du matériel pour l’agence, acquérant de l’expérience dans la rédaction de plans de gestion des actifs, la rédaction de politiques, la gestion des chaînes d’approvisionnement, ainsi que la résolution de certains des problèmes. Les défis plus particuliers de la gestion du matériel de l’ASFC, comme les biens saisis, abandonnés et confisqués. Derek est titulaire d’un BA de l’Université d’Ottawa.
