Trade agreements help to foster global competition and innovation and greatly expand the potential marketplace for Canadian goods and services. However, they also provide suppliers, goods, and services of Canada’s trade partners with access to the Canadian marketplace, including certain Canadian procurements. Canada is Party to 12 trade agreements that contain substantive obligations for government procurement activities. This presentation provides an overview of the government procurement obligations of Canada’s trade agreements, including how to determine when trade agreements apply as well as the procedural rules that trade agreements place on covered procurement processes.

Spencer has led the Trade Agreements Unit (TAU) at Public Services and Procurement Canada since late 2019. The TAU is a team of subject matter experts on the procurement obligations of Canada’s trade agreements. The TAU supports the negotiation of the government procurement chapter of trade agreements and is also responsible for implementing the procurement obligations of any new trade agreements at their Department.

She has worked with the Image Product Management Group helping with the national commodity management for a number of imaging product lines including printers, scanners and photocopiers. Tess worked for the National Shipbuilding Strategy where she helped manage the Non-combat shipbuilding package here on the West Coast. As part of her role with Procurement Assistance Canada she helped manage the Build in Canada Innovation Program (BCIP) which helped Canadian companies of all sizes move their innovative goods and services from the laboratory to the marketplace. Tess was a Senior Business Officer at Western Economic Diversification during the launch of the Business Scale-up Productivity Program assessing business proposal for a no interest loan up to $5 million. Through seminars, workshops and one on one meetings Tess helps companies understand the federal procurement system.

Derek Bizewski, Senior Analyst, Treasury Board of Canada Secretariat
Derek is the newest addition to TBS’ Acquired Services Assets Sector (ASAS). Communities Management Office (CMO), joining in late 2016 as a Subject Matter Expert in Materiel Management. Having spent over 10 years’ with the Canada Border Services Agency (CBSA), Derek brings a wealth of experience to the Materiel Management community. Starting his career in the Public Service managing radio communications systems at CBSA, Derek soon moved into a more central Materiel Management role for the agency, gaining experience in drafting asset management plans, writing policy, managing supply chains, as well as addressing some of the CBSA’s more unique Materiel Management challenges such as seized, abandoned and forfeited property. Derek has a BA from the University of Ottawa.
