Attila Vass has more than 15 years’ experience in sales, warehousing, policy, and divestment services. As a member of Public Services and Procurement Canada’s GCSurplus team, he has developed divestment policies and assisted federal clients with selling everything from cars and trucks to ships and horses.
A strong proponent of the second-hand economy, Attila is passionate about helping clients leverage e-commerce and technology to improve divestment outcomes and achieve environmental goals. He views divestment as an opportunity for organizations and businesses to provide value to Canadians.
Attila holds a BA from the University of Western Ontario. He lives in Tecumseh, Ontario, with his family and Huckleberry the dog.
Description:
Federal departments, agencies, and Crown corporations have a regular stream of surplus materiel that must be divested. It’s an inevitable result of the asset lifecycle as goods wear out, break, become obsolete, or are replaced.
This course provides the materiel management community—beginners and experienced practitioners—with concrete strategies and tools for divesting assets at the end of their lifecycle. What is the Government of Canada’s policy on divestment? What tools are available? What’s the best way to develop a divestment strategy and plan?
Course participants will broaden their understanding of the federal divestment framework while learning how to use online tools like GCSci, GCsurplus.ca, GCTransfer, and GCDonate. Participants will leave better prepared to plan, assess, and execute divestment projects strategically in manner that supports government objectives and environmental goals. Participants will earn a certificate of attendance.

Marie-Claude Marcoux is GCSurplus Regional Manager for the Quebec and Atlantic regions. With a post-secondary education in Chemistry-Biology and a B.A. in Administration from HEC Montreal, Marie-Claude has over 15 years of private sector experience in Finance and Administration and over 12 years experience within the federal domain where she has supported the Department and National Defence, Public Services and Procurement Canada’s GCSurplus, and over this past year, she has contributed time to support the COVID-19 relief team with the Public Health Agency of Canada. Marie-Claude has extensive experience working with a full range of items that come up for divestment including departmental assets as well as seized and forfeited goods. She works closely with the federal materiel management community to support the effective, efficient and responsible divestment of surplus goods. She is passionate about working with government clients and public buyers to help understand how responsible asset divestiture supports better environmental practices for end of life assets. When Marie-Claude is not working her day job she’s a mom and a traveler.

Ce cours fournit à la communauté de la gestion du matériel – débutants et praticiens chevronnés – des stratégies et des outils concrets pour se départir des biens à la fin de leur cycle de vie. Quelle est la politique du gouvernement du Canada en matière de dessaisissement? Quels sont les outils disponibles? Quelle est la meilleure façon d’élaborer une stratégie et un plan de dessaisissement?
Les participants au cours approfondiront leur compréhension du cadre fédéral de dessaisissement tout en apprenant à utiliser des outils en ligne comme GCSci, GCsurplus.ca, GCTransfert et GCDons. She holds a Master’s degree in Social Policy and thoroughly understands the public policy-making process and plain language guidelines. Moira has extensive editing experience and excels in helping clients develop style guidelines and appropriate means of disseminating information. She has managed onsite production of reports in Canada and Europe; has traveled across Canada with public consultations writing, editing and producing reports; and has synthesized the work of multiple authors and written executive summaries.
Moira has taught editing and writing courses in Ottawa, Montréal, Toronto and Nunavut to government and corporate clients as well as for the Editors’ Association of Canada. Paul Emanuelli is an internationally known author and procurement lawyer with over twenty years experience in public procurement. He has an extensive track record of public speaking, publishing and training and was recognized by Who’s Who Legal as one of the top ten public procurement lawyers in the world.
Paul’s portfolio focuses on major procurement projects with an emphasis on technology and public infrastructure. He has in-depth experience advising public bodies on the legal and strategic aspects of institutional governance and supply chain management, developing tendering formats and negotiating commercial transactions.
Paul is currently the Program Director of Osgoode Professional Development’s Certificate in Public Procurement Law and Practice and the Advanced Certificate in Procurement Law and Practice and an instructor with the University of West Indies Faculty of Law. He is the author of multiple publications, including the leading textbook Government Procurement (Lexis Nexis-Butterworths, 4th ed. 2017).

Fair Competition: This program focuses on the core due diligence duties that apply to project teams as they navigate the government tendering process.
- Disclosing Evaluation Criteria – Covering the key transparency duties that require public institutions to disclose their evaluation criteria and process rules, this module focuses on the importance of establishing and following clear and defensible evaluation and award procedures.
- Tender Compliance I – Summarizing the case law developments that govern the duty to reject non-compliant tenders, this module covers: (i) the leading precedents dealing with strict vs. substantial compliance; and (ii) the principles that inform formal, contractual, and procedural compliance.
- Tender Compliance II – Expanding on Tender Compliance I, this module summarizes the leading cases dealing with: (i) technical compliance; (ii) rectifications, clarifications, and bid repair; and (iii) enforcing compliance and the difference between tender compliance criteria and contract performance requirements.
- The Duty to Award – Surveying the leading cases dealing with the duty to award to the best bid, this module covers the recurring risk areas relating to: (i) reserved rights and privileges, low-bid bypass, and unfair process claims; and (ii) over-budget bids, cancellations, re-tendering, and bid-shopping claims.

He currently coaches and mentors students under the School of Procurement program, from the University of Alberta, University of Manitoba, Mount Royal University and MacEwan University. He has been nominated twice and awarded the “Mentor of The Year” for the University of Alberta School of Business program in 2019. He is currently a faculty member for the University of Winnipeg and Supply Chain Canada.
