Government Procurement Obligations of Canada’s Trade Agreements

Ricardo Seoane, Associate Director, Strategic Policy Sector, Acquisitions Branch, Public Services and Procurement Canada. Since he began working for the Government of Canada in 2002, Ricardo has worked for Employment and Social Development Canada and most recently with Public Services and Procurement Canada. He has held increasingly senior positions in financial management, real property management, and procurement. Most recently, as the Associate Director for Strategic. Policy Development, Ricardo has been leading the design, development, and implementation of a new vendor performance management regime that will apply across the Government of Canada. In addition to these responsibilities, he also oversees the provision of policy advice and guidance as it relates to the interpretation of Canada’s procurement obligations that stem from national as well as international trade agreements.. Ricardo is fluent in English, French, and Spanish.

Kelly MacKenzie, Senior Policy Advisor – Trade Agreements Unit – Public Services and Procurement Canada
Kelly has worked for the Trade Agreements Unit at Public Services and Procurement Canada for over four years, and has significant experience providing advice and guidance on trade agreement obligations to procurement officers across the Government of Canada.

Description:
Trade agreements help to foster global competition and innovation and greatly expand the potential marketplace for Canadian goods and services. However, they also provide suppliers, goods, and services of Canada’s trade partners with access to the Canadian marketplace, including certain Canadian procurements. Canada is Party to 11 trade agreements that contain substantive obligations for government procurement activities. This presentation provides an overview of the government procurement obligations of Canada’s trade agreements, including how to determine when trade agreements apply as well as the procedural rules that trade agreements place on covered procurement processes.

Josée Lacroix, Supply Specialist,  Public Services and Procurement Canada (PSPC)
Josée works in the new Business and Technology Solutions Sector (BTSS) formerly the Services & Technology Acquisition Management Sector (STAMS). This Division is responsible for managing the mandatory methods of supply for professional services.

Description:
The presentation will focus on the ProServices method of supply and how to use this Supply Arrangement.

Minh Khai Trinh, Director of Procurement Operations, assets and fleet management, Department: Global Affairs Canada
Minh Khai Trinh has 20  years of professional experience in procurement, assets and fleet management. As a Director of Procurement Operations, assets and fleet management at GAC since 2018, Khai currently leads a division mandated to provide procurement services in the area of physical security as well as supporting GAC vast Missions network in assets and fleet management . Prior to joining GAC, Khai had worked with CIDA, DND and PWGSC where he had the opportunities to lead and be involved in major IM/IT procurement initiatives and Defence projects/programs including the CF-188, the Snowbirds and the ammunition programs. Khai holds a science degree from l’Université de Montréal and a mini-MBA from McGill.

 


 

Vendor Performance Management

Dante Scalzo
Dante began his career working for the Government of Canada in 2006 and has worked for Natural Resources Canada, The Indian Residential School Adjudication Secretariat, Employment and Social Development Canada and is currently employed within the Acquisitions Branch of Public Services and Procurement Canada.
Throughout his career, he has held roles in program operations, performance management, and policy development. Most recently, he is a manager within the Strategic Policy Sector and is responsible for the development and implementation of a new vendor performance management policy that will apply across the Government of Canada.
Description:
This session will provide information regarding Public Services and Procurement Canada’s work in developing a Vendor Performance Management (VPM) policy. The VPM policy will be used to establish a standardized approach for assessing vendor performance, informing future bid evaluations, and strengthening the relationship Canada has with its suppliers.

 


 

Social Procurement

Speaker: Toby White
Toby White is the manager of the Social Procurement team at Public Services and Procurement Canada (PSPC). His team is building a social procurement framework for PSPC’s Acquisitions Program. Toby has been with PSPC for two years, working on green, accessible, and social procurement, as well as the department’s COVID-19 response. He was previously at Employment and Social Development Canada where he oversaw innovative contract management approaches for the Canada Student Loans Program.

Social Procurement is used by governments worldwide to improve the value of public procurement and to advance socio-economic outcomes. As governments prepare to rebuild from a pandemic that has disproportionately impacted under-represented groups and suppliers, social procurement is an increasingly important tool to expand the Government’s supplier base, generate broader economic benefits to Canadians and the communities they live in, and to create jobs. This session will outline Public Services and Procurement Canada’s (PSPC) work to re-imagine best value, building a social procurement framework that will provide PSPC with the tools to increase supplier diversity for the, support businesses recovering from the pandemic, and economically empower diverse groups across Canada.
